A 51-year-old Delran man who was recently arrested and charged with DWI was also found in possession of heroin and crack cocaine. His passenger, a 20-year-old female, was also arrested on drug charges. The arrests occurred in an area designated by police as a high-volume incident zone.

An officer patrolling the area along Route 73 in Evesham Township pulled over the vehicle after learning that the driver had a suspended license. The officer also reported that he saw what appeared to be a small bag of cocaine discarded on the roadway by the female passenger. A subsequent search of the vehicle revealed 18 bags of heroin and crack cocaine, along with drug paraphernalia, according to police.

The driver was allegedly found to have a blood alcohol content three times over the legal limit. Subsequently, he was arrested on charges of driving while intoxicated. He and his female passenger were also charged with third degree possession of heroin, third degree possession of cocaine, and disorderly persons offenses for possession of drug paraphernalia.

The stop occurred within the 2.2-mile stretch in Evesham Township along Routes 73 and 70 designated as a Data-Driven Approach to Crime and Traffic Safety (DDACTS) zone. DDACTS is a data-driven approach to crime prevention used by law enforcement agencies across the country to determine the most effective methods for fighting crime and reducing crashes. Police use DDACTS to identify “hot spots” – areas with high instances of crimes and crashes. Then, based on this data, target their deployment of law enforcement to these hot spots.

Evesham Township police began integrating DDACTS in March of 2012. In just the first year under the plan, the department reported that within the zone, pedestrian stops increased by 67%, DWI arrests increased by 54%, car crashes were reduced by 35%, and burglaries and shoplifting incidents were reduced by 82% and 34%, respectively. The department has set goals that include a five to ten percent reduction in categories such as burglaries, shoplifting, and car accidents.
